Ohh difficult question! I signed up with a web host at first, but when I created Suta-Raito I already had 3 other sites that taught me a lot about html. My first was PokeYork, then Anime Galaxy, then…I can’t even remember. Suta-Raito was my first big successful site, but the oekaki usage required me to switch to a new host almost every year until I found my current host, who is amazing and everyone should use cgdhosting.co.uk. ;)
I started my websites by learning HTML, then eventually learned CSS. Dreamweaver was a big help, and so was google.
I know a lot of big hosting sites like godaddy.com will provide a basic web page layout, where you can learn your way around the coding.
